It has come to notice that some statutory staff heading the sensitive governmental offices as well as some private networks now ceases the opportunity to misuse the property under their care to selfish benefit as a result of instigation of their customers to services through bribery and corruption. To justify this point, there are series of activities that had occurred in recent times which when summarized from loopholes, we can discover the imminent fraudulent activities behind cover. Just as I said earlier, it is a heinous crime when public servant ceases government properties without legal permission to indulge in illegal acts of personal victimization. I say this is as a result of suspected illegal and incessant power switch off sponsored by unknown public servant dignitary of known Electric Power regulating company in my area, in Nigeria. I monitored the activities for long time before writing this article: “As resident of the Area where I am residing make unnecessary and incessant phone calls to power control officials as well as instructing the person behind the wicked act on phone when to switch off power as way to stop their victim’s activities in his private and personal career advancement which is also a genuine ICT profession, this activity had lingered for months till date.

The above activities are as a result of preventing someone from making advancement in His/her personal career which is well known to the victim “their acts of wickedness”. But the question is when one ceases government property to perpetrate injustice, not just for public benefit but to selfish aggrandizement and ego as a top managing staff in a statutory company is a heinous economic crime which is against section 37 of Nigeria constitution as stated:

correspondence, telephone conversations

and telegraphic communications is

hereby guaranteed and protected.”

And also section 15(5) and section 16 (1, 1b & 1d) which states as follows:

            (5)        “The state shall abolish all corrupt practices and abuse of power”

Section 16 (1, 1b & 1d)

“The state shall, within the context of ideals and objectives for      

           which Provisions are made in this constitution:

(1b)    Control the national economy in such manner as to secure

           the maximum  welfare, freedom and  happiness of every

           citizen on basis of social justice   and equality of status and

            opportunity

(1d)    without discrimination to the right of any person to

            participate in areas Of the economy within the major

sector of the economy,  protect the right Of every

citizen to engage in any economic activities outside major

sectors  of the economy”      

Based on the above facts, I am calling on Economic and Financial Crimes Commission (EFCC), the state House of Assembly and Whistle Blowers Committee at http://whistle.finance.gov.ng/pages/default.aspx   to help to investigate this illegal activities in New haven Enugu, as well as alert the statutory bodies in Nigeria responsible in protecting government and individual properties like Nigerian Police Force to be at an alert to such insurgency, so that the criminals behind the acts be apprehended and handed over to Nigerian police for further interrogation and prosecution. When one is victimized in such act, the public also suffers along. If corruption will permit such act in this nation Nigeria to continue, that means we still have a long way to go in the society.

Sequentially to the trends of corruption is SIM Card swapping. We are in a country where everyone wants to make easy money without stress and hassles, thereby encouraging fraudulent acts like illegal SIM card swapping. People had gone to the length of bribing some top network senior officials into illegal activities of swapping SIM cards, most of these acts are perpetrated by women who use persuasion to confuse such personalities in to committing such crimes of swapping SIM cards of innocent citizens who works hard to earn money online; only with a motive of ending up taking over their activities and what the innocent ones has achieved because they felt they are smart and sharp.  On the other hand, this is seen as graduated hacking of someone’s belonging by conniving with private network to favor injustice and corruption in the society.

Sometimes, they bribe networks workers, who sometimes as well cease network operations to execute their wicked acts and activities. Recently, there is Network disruption in Etisalat lines in Nigeria which is termed to be a problem, who knows whether it is really a problem or corrupt activities going on in the network? My etisalat Network is still showing “Emergency”. Committing fraud is very easy but the consequences when one is court and sentenced by justice is brutal. Though, when I asked, they said it is a general problem but I known sometimes that such activities are traceable to corruption in progress like: To swap some prominent phone lines in order to gain access in to someone’s account because these days all the international bodies uses your personal phone number as an identity and confirmation of identity by sending codes. But I still encourage them to prevent change of phone lines or gsm lines used initially, as hackers are good in disrupting one’s account by changing phone lines and email in order to gain a permanent access to one’s account. Google had succeeded in doing this; but other bodies like yahoo, linkedin and affiliate marketing companies to include banks should emulate from such protection and security of prohibiting change of initial GSM or Phone number as 80% of such activities online are traceable to illegal hacking of someone’s account.

To still justify the above acts, someone last year from Senegal chatted with me online on facebook, and I ended up knowing her facebook password which was an account created to swap, and as a lady as claimed seeking for help to consign goods worth of billions giving me his secret password should be genuine person and had trusted you. Then, when she requested for my password to use and correct something in my facebook account, I disclosed it on trust without knowing she was a hacker in disguised. Before I could know what was happening, I could not gain access to my account again because He misrepresented Himself as a lady and got my password. The next thing He did was to delete all my pictures, changed my password but He could not change my email because of Yahoo security of sending codes to phone before you could gain access. So I have to be sharp to gain access to my yahoo mail as a restore point, but facebook could not grant me access because they were seeing another profile together, not mine, so I contact them direct and they asked me to send and upload my identity so that they will examine everything. I have to upload all my identities to include voter’s card as well; after uploading series of documents like permanent voter’s card, birth declaration certificate and my profile passport. Then after 48 hour my face account was restored back. I have to log in successfully through my email which they prohibited me and re-changed all the details the hackers changed. Already, he had succeeded in trying to dupe some of my facebook contacts in united state who later discovered that I was hacked.

Now, the question is why will people refuse to work hard to gain something? Why must one be eyeing what he or she cannot stand to defend before the public? It is a taboo in Nigeria that government who supposed to be fighting corrupt practices online is ignorant of this fact and because they are ignorant of it, they indirectly encourage such activities to victimization of innocent ones. As a writer and publisher with Google and Amazon; I think, I have accomplished much this year, having published three books with Amazon as well as articles like this with google. Yet I still detect hackers roaming around me making effort as well as trying to convert my account and earning process to theirs. I then wondered how I could be sleeping and those their wishes comes to pass? Their idiosyncrasy is obvious that they even go as length of swapping line from ETISALAT NETWORK. Based on this fact, I am beckoning on Nigerian Communication Commission (NCC) and Economic and Financial Crimes Commission to look into online activities as well as give attention to reports coming from international bodies. OUTBREAK OF MONKEY POX VIRUS IN BAYELSA STATE NIGERIA

Bayelsa state government in Nigeria said that they are putting critical measures in place to tackle and contend a suspected Monkey pox virus outbreak in the state. The state’s commissioner for health PROF. EBITIMITULA ETEBO made these known during a news conference in Yenegoa capital of Bayelsa state in Nigeria. PROF. ETEBO said 13 suspected cases on different ways of recovery are undergoing treatment at the Niger-Delta Teaching Hospital Okorobori with 3 people discharged while other 50 persons are actively being piled up at different places.

According to the Bayelsa state commissioner for health PROF. EBITIMITULA ETEBO who said that active disease surveillance had been carried out in the state by the ministry of health with assistance by Nigerian Centre for disease control, the world Health Organization (WHO) and other International partners. PROF. ETEBO said that suspected Monkey Virus is not fable and it is transmitted when one comes in contact with a virus from animal and material that are contaminated with the virus. And urge residents of the state; not to panic but maintain good hygiene. Also he said that animal to human transmission can occur by bites of many bush animals, and it can also occur through direct contact with body fluids or regions oceans that had already come down with disease and circulate it. It can also be contacted through contaminated burden.

Also, chief medical director of the Niger-Delta University Teaching Hospital Okorobori PROF. DAEMEON OGONNA explained that the hospital is fully mobilized to cater for any suspected cases brought to the facility. According to him, he also said that depended on the mandate they received from the state government, they currently have an isolation centre or an installation facilities to manage and care for suspected cases of Monkey Pox Virus. Indeed, from the index case that came in two weeks ago according to him, the hospital is fully mobilized and equipped to receive and care for any cases of Monkey pox. That is the present case.

Also the Bayelsa state commissioner for information, MRS. DANIEL IWUSON BACKSON  who commended the efforts of the health ministries and medical team for the works  they have been doing urge the media to assist in sensitizing the public about the virus. According to the commissioner who specified that this situation had gone beyond their control and he said that they believe that with enough awareness it will go a long way to stop the height rate the disease spreads. He also advised the public not to panic as the the state government is on solving the situation.

CURRENT EFFORTS IN COMBATING CORRUPTION OF FINANCIAL, POLITICAL AND ECONOMIC CRIMES IN NIGERIA

The president MOHAMMADU BUHARI had called on the law heads of Judiciary to establish one or more special courts within their jurisdiction for special trial of cases involving corruption and financial crimes. Similarly, PRESIDENT BUHARI stressed the need for emergency steps to decongest Nigeria Prisons through dispensation of cases of awaiting trial. These were highlights of the president meeting with the justices of appeal and Supreme Court as well as heads of other courts held yesterday’s afternoon at the Aso Rock Villa Abuja, Nigeria.

Similarly to the details of the meeting of the president of the federation of Nigeria and Justices of the supreme and appeal courts as well as other courts in Nigeria held at Aso Rock Villa Abuja yesterday, according to the reporter of the meeting conveyed by the president provided another opportunity to further deepen to fight against corruption by the present administration. PRESIDENT BUHARI admonished the Supreme Court and court of appeal to set aside a day every week to listen to corruption and appeal cases from the special court. According to the president, prison decongestion will not only ensure speedy dispensation of Justice but safe cost of Prison maintenance; and welfare of the prisoners, according to the president who said that the country need a new approach to follow the decongestion of Nigeria Prisons also said that His administration was aware of the major challenges faced by the judicial arm of government which necessitate the increase of the budgets to the judiciary in the 2017 appropriation while He used the occasion to commend the judiciary for all their effort s towards nation building .

The Chief Justice of Nigeria JUSTICE WALTER OMEGE praised the commitment of the Judicial arms of government towards ensuring constitutionalism. The meeting was attended by the Vice President YEMI OSIBANJO, and attorney general of federation ABUBAKAR MALEMI.

On the other hand,  the Kaduna state Independent National Electoral Commission  (INEC) yesterday announced the indefinite suspension of the local government election earlier submitted to hold on Saturday 30^th, the chair person of the commission, SALATU TIKKO made the announcement after minutes submitted in the state house of Assembly committee and Judiciary in Kaduna. According to her, the assembly had not passed a new law to guide the election. Also chairman of the committee MR. CANTHIOCK ISHIAKU said it was erroneous for the council to announce the date for local government election when the Assembly has not concluded work on the laws for the election.

Finally, seven had been arrested for alleged vandalizing spiteful and Petroleum products from NNPC Pipeline, a land to protect in Ajuelegba Lagos state; according to the news reporter who said that  parading  the suspected oil thieves, the commanding officer Maritime company of Operation Awasi COMMANDER CHRISTIAN AKPOKOTA said officers of the command set a close watch on the facilities after which they were alerted that vandals usually come at night to siphon fuel with drums lined up and transport the stolen product known as Bunkering.  COMMANDER AKPOKOTA who laid ambush based on the information, awaiting their arrival again, was suddenly alerted by the top security personnel on their arrival which led to their arrest.

One of the suspect, INSPECTOR LUKEMAN RABILL  of the Lagos state Police Command denied involvement in the criminal act, saying he lodges in the hotel to enable him meet up  with the early morning meeting. According to Him, he said that  he lives in Ogun state and works in Lagos, he also said that he was not involved in bunkering and he was fast asleep in the hotel room when somebody came and hit His door with gun. He came outside and did identified Himself. And according to them, they did not give Him attention when He was making points. Other suspects are to include the employee of the hotel and two others who claimed to be artists narrated their ordeal as well.

Still another suspect WALU TELA, a tanker driver claimed he was not a member of the gang but only came to load the product. According to him, he said that he decided to rent his tanker to the oil thieves because they paid more than any other dealer. The residents of the area said though they used to see tanker lined up in the evening there, but were not aware of their illicit acts. The items recovered from them were two tankers fully loaded with PMS and many Jelly Cans.

CURRENT JUDICIARY AND MILITARY CRIMES AS WELL AS AMENDMENT IN NIGERIA

The Federal High Court sitting in Abuja has transferred the case file of Former Governor of Niger State MR. BANANGIDA ALLIU and the CHIEF of Staff MR. UMARU NASCO to the Acting CHIEF JUDGE of the court JUSTICE ABDUL KAFARATI for reassignment. This follows an application by the defendant to the court in admission at the Niger state, and at the hearing of the application in the Court at Abuja; the defendant pleads to transfer the case to Minna on the ground of conveyance, the prosecution counsel PRINCE BEN IKANI who had earlier produced an application in the court for an affidavit does not object the application of the former governor of Niger state alongside the chief of staff while waiting the alleged diversion of offense of one billion naira.

On the Other Hand, a police inspector was mopped to death over alleged disagreement in collecting of Bribe of 50 naira, the incident occurred as a driver of a vehicle in which a late passenger who was killed by the inspector for intervening in the affairs while travelling along when the driver offered a bribe of 50 naira to the mopped inspector who rejected the offer and insisted that he was to collect 100 naira. The inspector’s deceased corps and gun had been recovered by the Nigerian Police Force.

Also, to crown it all, the Nigerian military said that they will never mortgage the lives of innocent citizens in the fight against insurgency, the director defense information MAJOR GENERAL JOHN ENEJE, gave the assurance nationwide on media news of politics nationwide.  ENEJE said that over the years the army had prioritized sea gun in the lives and property of the people in the attempt to protect the nation’s territorial integrity and counter the insurgency operations. THE CURRENT CRIMINAL CHARGES IN NIGERIA FOR MISAPPROPRIATING PUBLIC FUNDS

The former Governor of TARABA State TONY NYAME had been admitted in a FCT high court; that the payment voucher for 24.3 million naira issued for grains in 2005 has no receipt name on it. REV. NYAME admitted during a cross examination by the Economic and Financial Crimes Commission (EFCC) prosecuting counsel written in Jacob’s name.

The former governor in facing the trial for allegedly misappropriating 1.64 Billion   naira during his tenure as the state governor from 1999 to 2007; Former governor NYAME said that he had given directives for his permanent secretary MR. DENNIS NOVES to raise a memo for the purchase of grain in 2005. He said that the memo was raised and utilized to the total sum of 24.3 Million naira and for a purchase which was made for direct labor.

The payment voucher was produced in court and given for NYAME to identify for the sake of the money which date and signature was not affixed. The prosecution counsel said that DENNIS NOVES gave evidence that there was no purchase of grains at all. Earlier, the prosecutor MR. JACOB had refreshed the memo of the former governor by producing the statement he made in 2007 to the EFCC in court. In the statement, NYAME wrote that the purchase was made by a supplier and paid for in cash.

On the other hand, a Federal high Court in Ibadan had sentenced a former executive director Institute of Agriculture Research and Training (IAR & T) Ibadan PROF. BENJAMIN OGUGOBODE to forty (40) years imprisonment. PROF. BENJAMIN OGUGOBODE with alongside CHIEF ACCOUNTANT ZACHEAUS EJIMORA and ACCOUNTANT CLEMENT ADENISO was dragged to court by the EFCC on a 60 court counts charge as follows:

(1)             Bordering and Conspiracy

(2)             Money Laundering

(3)             Procurement without Government Forces

Based on the above counts, the Chief Accountant MR. EJIMORA was jailed for forty years, having been convicted for the most of the charges while MR. ADENISON had been convicted for the first count charge which subjected him to four years jail term.

In the ruling the entire charge, JUSTICE AYO EMMANUEL said that the prosecution had proven beyond reasonable doubt that the defendants were guilty of the allegations leveled against them. JUSTICE EMMANUEL explained that the prosecution was able to convince the court that the accused diverted about 177 Million naira out of over 600 million naira subvention of the institution to an account which was not known to the Accountant General of Federation (Nigeria).

The Judge ruled that the forty (40) years sentence to the first and second defendants should be spent concurrently. Speaking with the newsmen to the proceeding counsel to the first defendant TUNDE OLUKOYA said that the Judgment was upright. Counting on the EFCC to one another said the judgment will serve as an example to other public office holders.

Finally, Crises arose in 2011 when people accused PROF. OGUGOBODE of gross Misconduct. That is the new for today.

SHUN FRAUDULENT ACTIVITIES IN NIGERIA

I am too big to be limited to 20 million and 30 million for more than 10 years. I cannot engage in such fraudulent act. Even if i should engage in a fraud, not the one at the end of the day; if I am caught, I cannot see the money to settle myself from the captivity. If I commit a fraud of 20 or 30 million and at the end of the day I end up spending 50 million at court case, I am at a loss.

That means even if I should commit fraud, I will engage in a fraud of 2 Billion and 900 million fraud or more. The type of fraud former speaker federal house of Representative committed and packed them in different account outside the country. People are myopic when it comes to issue like this; I am not encouraging fraudulent acts and embezzlement. But I am trying to point out why people should not engage in such act.

Fraud is easy to commit but it bites and stings like scorpion when you are caught in the act. Better to manage the little God had blessed you and eat it with Joy and happiness than to take advantage of greediness to ply and spy for more like Oliver twist who asked for more. One thing that is certain you should know is that every little thing must grow larger; just as growth is one of the factors of a living thing; the same principle is applicable to supernatural as well as to non living things to include abstract transactions. What you started today can never be the same in the next five years if you are diligent in your business. Being diligent and focused in developing your talents and using it in executing business is what makes one a King amongst His equal because at the end of the day you will realize increase in you hard labor and effort.  

Engage yourself in meaningful hand work and employment. It is good that people know you for one hobby or the other. And when you are not known for one hobby or business; that person is amongst those constituting nuisance in the society. Every honor you are receiving is as a result of being diligent in one task or the other. If LATE PROFESSOR DORA AKUNYILI had not sacrificed in appropriating and developing NAFDAC, she would not have amount to minister in Nigeria. Your legacy will attract honor in due time. And this is to tell you that nothing good comes easy. So, shun corruption of band wagon in making effortless and dishonest gain at the destruction of futures of their innocent victims

Nigeria is a blessed nation, but fraudulent acts and corrupt practices kept us hostage, thereby making some innocent ones and straight forward citizens to seek refuge in the land of uprightness like Europe. It is time we wake up to the responsibility of curbing corruption from family sectors especially; which may affect the future leaders of our nations. Corruption spreads like wild fire, if it is not controlled. And those that sponsored such activities with money are the main criminals behind the whole events. These calibers are good in making merchandize of innocent victims who are taken unaware in situation or events which they may be novice or less aware of it’s existence. Fraudulent men and women are genius in making merchandize of people as specified in the Holy Bible Book of Christians (JEREMIAH 5:26-31) their wicked activities for those that are Christians. They are corrupt and good in making dishonest gain. And if you are not wise and experienced you end up becoming their victim at the end of the day.

As a Nigerian Citizen you are free to make your own decisions according to constitution of Federal Republic of Nigeria as written in  section 15(5) and section 16 (1, 1b & 1d) which states as follows:

           citizen on basis of social justice   and equality of status and

            opportunity

            protect the right Of every citizen to engage in any economic

            activities outside major sectors  of the economy”           

But let your decisions not exceed to fraudulent activities as this will land you in jail at the end of the day. And no one will like to identify with a frustrater; even you relatives and friends will desert you. So be wise to tell your instigators to fraud; that you are not interested because they will desert you and flee when you are caught as well as when the law catches up with your acts.

With this demand notice, one should make effort to engage in meaningful hobby and employment to make ends meet. Not to enforce fraud on fellow citizens and at the end of the day become more miserable and wretched. Especially in ICT World and Automation; the  manually system of doing things globally in under developed world are fast phasing out while the introduction of automation had become the best attribute that nations of the world should emulate from the first world continent like United State of America and Europe.

In Nigeria, the routine system of division of labor had not created changes to development rather it had worsen the system to what is called Ghost workers in the labor force of the nation; whereby citizens receives monthly and annually payments for not doing anything due to lack of competent technical and automation skill and expertise. The lack of Automation skills also had created vacuum in Nigerian labor force as well.

Nigeria being ignorant of automation skills had also continued indulging in local and traditionally routine system of executing task which at the end of the day cannot bring changes and innovation to the development of the nation. Example: The time of going to embassies for Visa line up should have been a forgotten issue in Nigeria but because of lack of ICT skills in technology, people today still travel distance to submit application for Visa while the literate ones will cease desktop, Android and Laptop to forward application to the desired embassies as well as book appointment online; forward their documents through speed post like DHL or UPS while waiting for call up for interview, if there is need for interview after the consulate officers must have scrutinized the documents submitted.

The short sightedness (Myopic) towards ICT and Automation development had made the system Jacky as well as increased sufferings of citizens who relentlessly hustles under intense sun weather condition, only to end up with one sickness or the other at aged period due to abnormal weather condition and poor feeding habits. This is why the nation Nigeria should embark seriously in ICT and Automation literacy to entire citizen to minimize the mentality of manual labor as well as enlighten them with the automation substitutes. Example, the time of going to filling station to line up or queue for Petrol is fast phasing out like in some foreign countries, just with your credit card slotted into the automation machine, you purchase your fuel by yourself. And this system of serve yourself demands  serious automation induction to create serious awareness for people to pick up in Nigeria society, because to an average Nigeria, who does not understand what credit card mean will never agree with you, irrespective of level of his education due to traditional routine system that is uncivilized. I hereby encourage everyone to help better our Nigeria economy by welcoming ICT and Automation investors; but the problem is that people refuse to drop the old system first. You cannot work with the new system while holding the old method. You need to drop the old method first which makes you despise the new one.

The mentality of seeing computer users and ICT professionals in Nigeria as 419 should be clarified to the ignorant citizens. It is not all computer users are 419, what makes one 419 as a computer users or professional is dependent on the task you embark with these ICT gadgets. When one embarks on fraudulent acts with these sophisticated computer gadgets like Iphone, Ipad, Laptop, Android and Desktop computer especially in misrepresentation of personality or personating, which is also stealing by trick, the person is not only deemed as hacker but as a 419 according to section 419 of Nigerian constitution which specifies fraudsters’ felony as well as punishment as stated below:

SECTION 419

“Any person who by any false pretence, and with intent to defraud, obtains from any other person anything capable of being stolen, or induces any other person to deliver to any person anything capable of being stolen, is guilty of a felony, and is liable to imprisonment for three years”.

So computer usage  had remain a lasting solution to solve problem in developed world like USA and Europe; where automation in executing task is prevalent. If Nigeria should welcome this same gadgets as well as using it properly to execute task in the nation; our system will not only improve drastically but will create a avenue to a better working conditions. Like in the past, some locally built Public Limited Liability (PLC) Companies were recently improved just by collaborating with some foreign counterparts. One of the examples of these companies is Nigerian Breweries Plc. Using this company as a case study here, the company were once known for locally and manually system of Brewing and bottling as well as palletizing and De-palletizing crates of beer product. But the collaborating with Heineken enterprises Holland improved and upgraded the locally analogue system of manufacturing to digital system of production. These upgrade came with introduction of automation system in production like the use of automation panels and computer technology for regulating and monitoring Brewing and production process through automatic issuing of commands from the panels to the desired digital Brewing machines like the Fillers machine, conveyor belt, Palletizing and De-palletizing machine as well as computer used to monitor and regulate automation of intake of Malt, Sorghum and Maize grit which is received and conveyed by a chain, and screw conveyor through a metals separator(magnet) and spark detection mechanism for ferrous material to be removed. All these will be transformed further through the same automation command from the monitoring computer room to the drum sieve in the brewing house in order to remove bigger objects as well as dust is removed. It is of interest to also know that every unit of equipment from intake pit to the weighing bin has aspirator for dust recovery. Now, from the drum sieve, the grain is conveyed via a screw conveyor to the screen sieve (shaker) which is used only for further sieving of Malted Sorghum and malted barley.  The screen sieve has a by-pass for the maize grit.

Next, the pre-treatment raw material (either malt or adjuncts) will be conveyed via a bucket elevator to the top of Silo building. Inside the building are many Silos for storage. The malt will be stored in the Silos for malt while the rest are for adjuncts (either for sorghum or the maize). There are 26 silos , 16 silos are for storage while the remaining 10 silos are for adjunct storage. Out of the remaining 10 silos, 4 are for malted sorghum, another 4 silos are for maize grit and the remaining 2 silos are for adjunct barley. There is temperature reading giving indicator of levels of grains in the silo, and also helps the operators keep an eye on grain temperature reading which is not expected to exceed 35^oc. The above activities are regulated and monitored by automation from Silos automation room in Brewing House of Nigerian Brewery plc Ama.

Now, this is to show one the important of automation and ICT to developing world, it reduces a Job of 1000 persons to 5 or 10 persons due to expatriate and skills in automation operation. If a locally manufacturing company like Nigerian Brewries plc Ama location can be transformed to a world class based company (second largest Breweries in the whole world after Heineken Enterprise Holland)  in a space of 3 years from 2000 to 2003 when it was officially commissioned by EX-PRESIDENT OLUSEGUN OBASANJO just because they collaborated with Heineken Enterprise Holland, Nigeria as a nation can go far than this if they welcome foreign investors to improve our economy.

Finally, If Nigeria as a nation will welcome and embrace automation starting from ICT. The nation’s working condition and environment will improve as well as improving the economy of the nation Nigeria. During the program, series of questions were elicited from the attendants of the programs concerning the common problem facing GSM Networks in Nigeria and their subscriptions as well as entertained. Everyone that attended the program received a piece of plain typeset sheet of papers to state his/her needs and views concerning Network Subscription and activities, which they still deliberated on some of the question elicited during the program. Based on the conclusions during deliberation, NCC also sat down with the representatives of all the TELECOM GSM Subscribers Network on the concluded answers to the needs of their consumers. Some of these concluded rules and regulations one will find at NCC Network at www.ncc.gov.ng/consumer. But yet all these do not solve the problem.

Last 2 years 2015, I lost my phone, with my MTN SIM. Though, I have two phones, I was using the second one, waiting to get a new phone and do the normal welcome Back of my SIM number. To my greatest surprise getting to MTN Office, they told me that my GSM number is no more available, that another person had taken my number. And I ran mad, that was precisely three months after I lost my phone. I was highly biased because the same number, I have used for series of online transactions which I may not get in touch again without that number. This is number one key point for the need to permanent GSM Number in Nigeria just as Social Security Number in the USA and INEC Permanent Voter’s Card in Nigeria. GSM number should serve as a means to track Criminals and fraudulent personalities. In the United States, your Social Security Number as a Citizen is one of the things they will use to track down all your activities anywhere in the world. So, this is not far from Nigerian, it is very easy since GSM registration is already established by former Minister for information and Communication LATE. PROF. DORA AKUNYILI. The only thing is to permanent these registrations to individuals.

Also, because of these recent recycling of unused registered GSM Numbers, the registration of GSM became ineffective. Some android phone has the features that display the names they used to register GSM in the Network’s Machines. Example I called one of my friend’s number, my GSM SIM number was showing a different name as registered name for the SIM number as well as different address , I have to go and rectify it. I discovered that it was a general problem due to recycling of unused GSM SIM after 3 months. This is to show you that there is already confusion in GSM registration in Nigeria.

Now, to solve these issue, just as INEC Permanent Voter’s Card and Local Government permanent National Identity Card (Nigerian National ID Card) with your passports and numbers; even if you did not use it for 50 years, it is your property. It will be good that NCC will advise the GSM SIM numbers to be registered as permanent identity communication number, so it will be easier to detect crimes and frauds within the country Nigeria as well as in external world relationships online. This will help to track down online fraudster and hackers who hacks foreign banks account and individuals. It will also limit the fraudulent intentions online.

But if they neglect it, and the recycling continues, one will see that people who are ignorant of these recycling will be duped in the near future; especially those that does international business who uses different lines within and outside the country. A man I met the same day told me His own ordeal with the same MTN. This man travels out often, stays months and come back to Nigeria. This time he travelled to Paris, and stayed six months, only to come back to Nigeria picked his Set to make call, the line was not going and when he went to His Network office i.e MTN office the same day I met him, they told him another person had taken His number, he nearly fainted. While raking, he said if they had known the millions he lost through that same number as a business man. He said it was three much for him that day. Though, they searched for the number everywhere,  it happened that another person far away Northern part of Nigeria had taken the number, so he had no choice than to accept the loss and get new SIM pack the same day. That means starting from the scratch again to reconnect to lost business contacts.

In conclusion, I advice Nigerian Communication Commission to look into consumers transactions online and see the need to permanent GSM number to individuals for future crime detection and tracking as well as prevention of criminal intentions in the country Nigeria. According to MALLAM ABDULLAHIM OPTAL who said that the ZAMZAM water will be delivered to Nigerians and issuing the cost through the state pilgrim’s welfare Board and agencies as well as commission will have five liters of Zamzam water which they will collect from their Board.

The People’s Democracy Party (PDP) has suspended MR. IFEANYI UBA for one month on matters related to indiscipline. The National Care Taker Committee and the Publicity secretary of the party MR. DAYO ADEYEYE made these known while briefing journalist at the National Secretariat in Abuja. These decisions were reached by the Party Caretaker Committee in line with the PDP Constitution. MR. DAYO ADEYEYE stated that the party had referred to MR. UBA and SENATOR BURUDI KASAMO representing Ogun East Senatorial District in Nigeria through the party’s disciplinary Committee.

Still on this, the Benue state Government Has banned the use of tyres in the roast of meat, the house which announced the banned and disciplinary advised roasters to abide with the order. The law maker decisions follow the notion made by ENEAJATO representing Kastina Ala East Local Government Area. He pleads the house to reserve right and should from henceforth desist from use of set of tyres in roasting the meat. MR. ENEAJATO also urged the colleagues at the health sector and Agriculture ministry to effectively regulate the activities of the Roasters to enforce of health and environmental Hazards.

Seconding the notion BEN UGOTO representing Taka described it as act considering the number of diseases emanating from consumption of meat roasted by tyres. The Speaker MR. 7 YEARS OLD CHILD RAPED IN EBONYI STATE NIGERIA

A 60 years old man SIMON ALOGUN had been handed over to the police by the Ebonyi state Family Law Center in Nigeria for allegedly seducing and repeatedly raping a seven years child in Afikpo North Local government Area of Ebonyi State. The news correspondent said that the man was reported by the girl’s Aunt who alleged and confirmed that the man also raped her when she was a little girl.

According to the little girl who said that the alleged suspect called her to come and boil water for preparing Garri to eat, and after the preparation of the dish, her elder brother who was with them said that he was not eating and left, immediately he left, he locked the door and raped her on the bed, after which the man said to the little girl, “in the same manner He also uses the mother”.

The above paragraph is how the little girl Favor described how she was raped by SIMON ALOGUN living in the same compound with her Aunt in Ohawebu Viallge in Akpuoha, series of investigations on this issue revealed that the little MISS FAVOR moved to her maternal house where her Aunt lives following the death of her parents and was raped in first time in 2014 by SIMON ALOGUN. Her Aunt said that she became aware of favor’s condition after she complained of pains in her private parts, according to her Aunt, Favor was taking to a hospital in Afikpo where the rape was confirmed while the effort to make her reveal the  identity of the rapist failed towards making the act to continue till 2017.

According to another observer of the incident named MADAM MATHA who said that they went to the alleged rapist after the child confessed and the said rapist SIMON ALOGUN agreed that He was the one raping the child, and he repeated it five times. According to MADAM MATHA who also said that it was later discovered that the suspected rapist used razor blade and tear the child bottom to apply some charms while presumably trying to stop the girl from revealing His identity. The suspect SIMON ALOGUN had confessed having the carnal Knowledge of the little girl but since he was under the influence of alcohol. But ALOGUN also denied that he never raped Favor’s Aunt when she was small,

And after listening to the case, the presiding officer of the Ebonyi State Family Law Centre MRS. EUNICE NWALI invited the police to arrest the man with a promise to follow up the matter to a logical conclusion.

Cat fish rearing had been seen as one of the lucrative farming business in Africa. A lot of people make their earning livings in rearing of Cat Fish in Nigeria, mostly in the River line areas of Nigeria like: Bayelsa, Calabar, Rivers and Niger Delta of Nigeria where the demands for the product are mostly very high due to the culture of making fish their main and favorite food. Also the demands are high from Hotel dealers in those areas and the indigenes who sometimes engage in exporting smoked Cat Fish in exchange of Foreign Currencies from United State and Europe. Now in this article, we are going to look at how these cat fish are being spawned in the water. But before we proceed let have understanding of the word “SPAWNING”. What do we mean by spawning? It is an act or process of producing or depositing eggs by aquatic animals like fish in the water. Spawn is the eggs and sperm released or deposited into water by aquatic animals in order to reproduce aquatic lives species of its kind.

The spawning process in a cat fish can be induced, and this is done by getting a very good species of Cat Fish called Brood stock which should be between 0.3kg and 2kg. Why do we need it like that? It is because the seed of Catfish determines the growth and health of the Fish after spawning. Now due to scarcity of good Fish seed, cat fish farmers now induce female catfish in order to discharge their eggs which are fertilized, incubated and there after hatched as well as nurtured for 6 to 7 weeks from fries to fingerling with good zooplankton feed for this level and for the fish to meet up to fingerlings which is the requirement suitable for the next or secondary level rearing of Cat Fish.

In order to achieve the above result in Cat Fish rearing, spawning process has so many gadgets or requirement to induce the process as required by a fish farmer. The following gadgets are necessary and they are: spawning net (Which is one of the vital techniques in the spawning operation; in making of the net, one may use pipes joined together to form a square shape). The net will also serve as where the eggs will be layed in the water. The good thing things here is that the net will float on top of the water to compare it to other method where the net sinks inside water with four stones to hold it under net, other gadgets like Tissue Paper, Razor Blade, Ovaprim, Injection,  and Saline Water are needed for this induced spawning process. These gadgets has different functions which we will still know during spawning but before we proceed to spawning process we have to first weigh the Brood stock Cat Fish to use and then determine the volume of ovaprim (drug use to induce spawning) to suck and inject the fish. Now depending on Kilogram (KG) of weight of the brood stock, each KG represents 0.5ML of Ovaprim for example: if the fish weigh 2kg, you need 1ML of Ovaprim to inject the fish. Another thing we need to put into consideration before the spawning is Saline Water. Saline water simply means salt and Water solution. It is required when the sperm (male mate) of the male bloodstock catfish is not sufficient. It is applied by rinsing the sperm sack with it. It is necessary also to have a PH testing kit like Hydrometer in order to ascertain the PH level of your water before spawning process.

Now, the spawning process begins a day before where the spawning vat is washed thoroughly with detergent as well as the hatching spawning net prepared in square shape with a pipe. Then, after washing it, drain the water and rinse the vat, then wash with salt. After washing with salt, rinse off and then add fresh clean water NOTE: The Vat is like the big space container where the spawning will take place with other gadget filled with water. Now the next step is to identify the female and male brood stock Catfish to use for the process which is one of the puzzling issue every farmer have to master gradually as different fish farmer hold different opinion or view in identifying Brood stock gender. But if one can use these principles and they are:

(1)             Choose only Male and Female fishes that weigh above  1Kg so that the fries (which is the newly hatched fishes) will grow into big fishes as gene tells

(2)             Make sure that the Male organ (Crosses) and it is pink at the dot end.

(3)             When pressing out Female fish that have eggs that separate from each other and are golden in color

(4)             Make sure that the tummy of the female fish slightly protrudes out and when placed flat-faced down on surface, make sure that the egg outlet of the female brood stock is dark in color.

Now, after choosing the brood stock gender, based on the above qualities, and then transport them separately to the farm where you will continue the induced spawning process. Having done that, now we have to inject the female brood stock Catfish to induce spawning, but before injecting, make sure that it is free from stress when you bring it to the farm and make sure you separate both gender brood stock Catfish to avoid fight to death. Next is to drawn out Ovaprim based on the specifications we made earlier which is at 0.5ML per kg  of the Brood Stock and two persons are to hold the female brood stock as you inject the ovaprim just below the neck region of the fish. Now, when injecting one should be careful not to piece the needle so deep to the flesh; the injecting should be done at 9pm in the night, so that one can strip the brood stock by 7 am the next morning.

Again, is to strip the female brood stock induced to spawn. Now, 10 to 11 hours after injecting the female brood stock fish, the fish must be stripped. As soon as one notices that the female brood stock fish has started releasing its eggs by itself, one has to strip the female fully. The process of stripping begins by removing the female fish from container or bowl and held by two persons with a cloth. Provide a medium sized bowl where the eggs will be stripped out and should be ready with two Napkins which two persons that will grip the fish should use. The gripping should be done by one at the tale while the other at the head region. Depending on the size of the fish, the bowl should be held tightly especially when the fish is very big to avoid the spilling of the eggs during stripping from the bowl due to struggling of the fish. Now, during stripping keep on pressing its swollen tummy until it becomes flat and as soon as you see blood coming out, then it is time to stop pressing. But before stripping the female, the male sack should have been removed by turning the male fish upside down and cut the stomach with razor blade provided.

Now, gently take the Male mate which is in the sperm sack of the male brood stock Cat fish, and use a new razor blade to cut the Zig-zag end of the sack in to the bowl where the female eggs are stripped. The rinsing of the sac should be done with a Saline Water solution which one may purchase from a chemist shop, if you are confused in the mixing of salt and water solution as required for this exercise. And it should be too watering after rinsing the sperm sac begins to mix the solution together with plastic spoon or chicken feather. Then after mixing, gently spread the solution inside the Vat that was prepared for keeping the fishes.

Finally, during spreading some eggs might fall off through the net, so one has to siphon them out with a hose from the pond in order not to cause calamity later. Thereafter, cover the pond with its cover. Leave for 24 hours and after the 24 hours open the pond to see the result of your spawning process. If you are successful, you will see fries, very tiny fishes sometime in thousands or millions depending on amount of eggs that hatched. Sometimes it takes more than 24 hours during rainy for the fries to hatch. Though if you don’t succeed, try it severally until you get it right and when you get the result right you will not regret being a fish farmer. Thanks.
